Lee attended a cavalry review before starting his second northern invasion that would culminate early the following month at Gettysburg, the Confederate commerce raider Clarence forced the US flagged Alfred H. Partridge to stop off the North Carolina coast.
The raider anticipated Partridge would be the second of an eventual string of twenty-one prizes. Normally, seized merchant ships were burned or used to transport previously captured crews to a safe harbor. But upon boarding the schooner the Rebels discovered she was bound for Matamoros, Mexico out of New York with a cargo of arms and clothing for Texas Confederates. Consequently, the Partridge was set free. Since Matamoros was a neutral Mexican port federal warships could not blockade it.
Before the Civil War only about one ship annually cleared New York for the Mexican town. Ships to Matamoros were also cleared from Boston, Philadelphia, and other Northern harbors.

The Civil War has been closely studied for so many years and by so many different people that perhaps one of the hardest tasks when writing about the War Between the States is finding a new angle —a fresh look at an old topic. Two years ago I wrote a generic essay about the effects of the Union Blockade on the Civil War. Throughout all my research I found only one article that mentioned the relationship between the Confederacy and Mexico.
It was not until later that the lack of information about trade along the Texas-Mexico border struck me as odd. But I had found my fresh look at an old topic. President Abraham Lincoln quickly established the Union Blockade of the confederate coastline after the firing on Fort Sumter in April The blockade — a key Union strategy — hampered the Confederacy in several ways. Prior to the American Civil War, Mexico struggled to maintain a stable economy after a civil war of its own.
As the war raged on and the Confederates suffered on both the home and war fronts, they waited with unprecedented high hopes to see what global repercussions the blockade would cause. Egypt and India soon dominated the cotton market and even developed new fabrics as substitutes.

That is the case also for the devastating civil war in Syria — one of the most violent in recent times. The war has caused devastation and hundreds of thousands deaths, displacing over 6 million people, and forcing another 3 million to flee the country as refugees. Beyond the human tragedy, the conflict has disrupted the functioning of the economy. It has destroyed infrastructure, prevented children from going to school, closed factories, and deterred investments and trade.
In a recent report , we explore the effect of one of the main channels through which the Syrian war has transmitted its effects on neighbours. We examine the case of Lebanon—the neighbouring country with the strongest links to Syria. Organic, historical, social, and political ties further tighten the relationship between the two countries. A dissection of the data available up until the second half of reveals that, so far, the Syrian war has had a mixed impact on Lebanese trade.
We find that the war seems to have affected neither merchandise nor services exports at the aggregate level. At the same time merchandise imports have been stable through the crisis.

Disunion follows the Civil War as it unfolded. It implicitly poses the question: What if the Confederacy had won recognition from Britain in and had survived the war? Our rather frightening answer is that the three great centers of slavery in the Americas, the United States South, Cuba and Brazil — plus the smaller plantation economy of Dutch Suriname — would not have abolished slavery when they did.
That the Civil War and the subsequent Thirteenth Amendment ended slavery in the United States is self-evident. Indeed, few people recognize that it took a war to finally bring the brutal transatlantic slave trade to a close. In all likelihood, without a Union victory, slavery would have remained a central institution underpinning global economic growth until possibly the present day.
And an even smaller share of those destined for slavery in the rest of the Americas completed their voyage in vessels flying the United States flag, or set sail from mainland ports. Yet small as the United States role was, there is no doubt that the federal government effectively protected transatlantic slave traders in the half-century before and that the outbreak of the Civil War just as effectively removed that protection.
How was it possible for such a minor player to have such a large impact? The answer turns on the nature of the nascent system of international law that had emerged by the early 19th century, and the fact that the transatlantic slave trade was perhaps the most thoroughly multinational business of the early modern era.
For one thing, Denmark, the United States and Britain, the first nations to take action against the trade, might have banned their own citizens from participating and forbid the entry of slaves into their own territories, but without negotiating international treaties, they could do nothing to stop foreign nationals carrying on the slave trade elsewhere — including the high seas.
After , the British constructed an elaborate, costly but ultimately ineffective network of treaties that allowed their cruisers to stop suspected slave vessels flying the flags of other nations. And as long as a single nation allowed its flag to be used in this way, and as long as Brazil and Cuba remained open to new arrivals from Africa, the transatlantic slave trade would continue.

Foreigners who, almost up to the present moment, have regarded the civil war now raging in the United States as possessing political significance alone, and as deserving attention only from the inferences it enables them to draw unfavorable to our institutions in contrast with their own, are beginning to discover that they perhaps have a deeper interest than ourselves in the contest, and that their commerce, and not our existence and welfare as a nation, may be made shipwreck in the great maelstrom which they see raging across the Atlantic.
The movement of the commerce of a nation in either direction is necessarily slow, but trade returns, at home and abroad, are already indicating that a great revolution has taken place. The falling off from has been equal to 46 cent. The falling off for the balance of the year will probably be equal to 60 cent. The diminished value of imports at the other ports has been in still greater ratio.
All the Southern ports, south of Baltimore, are rigorously closed by the blockade, and the foreign commerce of that city has been nearly destroyed by the war, and will not revive at present. It will, therefore, be safe to estimate that the imports into the United States from foreign countries, for the year ending Dec. We have only to turn to England, the country bearing the most intimate commercial relations with our own, to witness a correspondingly reduced export trade.
Such a falling off is well calculated to strike the foreign merchant and manufacturer with consternation, which will only be aggravated as the season advances. It is needless to say that a city or people, whose importance is chiefly derived from a foreign trade, can suffer no such loss without experiencing the most serious disasters.
